on the Ministry of Cultural and Sports Affairs of the Republic of
Uzbekistan
I. General Regulations
1. The Ministry of Cultural and Sports Affairs of the Republic of
Uzbekistan (further - The Ministry) is an organization of state
administration in the spheres of culture and sports. The Ministry’s
activities are accountable to Cabinet of Ministers of the Republic
of Uzbekistan.
2. The Ministry is administered in accordance
with the Constitution and Laws of the Republic of Uzbekistan, decrees
and other resolutions of Oliy Majlis (The Parliament) of the Republic
of Uzbekistan, including the decrees, resolutions as well as the
decrees of the President of the Republic of Uzbekistan and Cabinet
of Ministers of the Republic of Uzbekistan.
3. The structure of the Ministry consists of the Ministry of Cultural
and Sports Affairs of the Republic of Karakalpakstan, departments
of cultural and sports affairs of regions and the city of Tashkent,
district departments, Uzbektheater Creativity and Production Association,
Uzbeknavo Estrada Association, Uzbekraqs (Uzbek Dance) National
Dance Association, UzbekGosSirk (Uzbek State Circus) Republic Association,
Uzbekmuzey (Uzbek Museum) Republic Fund as well as other cultural
and sports education organizations under the ministry.
Regional departments of the Ministry are subordinated in two ways
and report to the Ministry and its corresponding body of government
authorities.
Regional departments of the Ministry report to related financial
bodies and its amount and dates set up by financial bodies on carrying
out the budget of expenditure on budgetary and non-budgetary funds,
and send copy of reports to the Ministry.
4. The Ministry carries out its activities
in cooperation with other government departments, bodies of government
authorities, public associations and other organizations.
5. Financing the activities of the Ministry and its regional subdivisions
is provided by the government budget, as well as other sources not
prohibited by the legislation.
6. The Ministry, its regional subdivisions and other organizations
within the framework of the Ministry are considered juridical persons
and have a stamp with a symbol of State emblem of the Republic of
Uzbekistan and their organization names.
II. Responsibilities and Tasks of the Ministry
7. The main responsibilities and activities of the Ministry include:
- carrying out complex measures on realizing government policy in
the fields of culture and sports, revival of rich cultural heritage
of the nation, all possible development for centuries formed high
spirituality, national traditions and customs, training physically
healthy, intellectually wealthy and harmonically developed personalities;
- reasoning from the idea of national independence, cultural and
spiritually moral traditions of the Uzbek nation, implementation
of cultural-educational, physical-sanitary and overall sports activities
among the population, meeting people’s cultural and esthetical needs;
- further development of theatrical, musical, choreographic, fine,
circus, nationally applied and show arts, improvement of ideally-artistic
and moral level, providing assistance to creative groups in creating
works, reflecting the history of nation and its modern life and
free democratic society of the country;
- Maintenance of filling of cultural - mass and celebratory actions
with the deep ideological contents, adjustment of close cooperation
with the creative unions and public organizations of the republic,
rendering of comprehensive support of creative youth, creation of
necessary conditions for high-grade display the of talents by them
and talents;
- Realization of measures on development of physical training and
mass sports, formation in the population, first of all among youth
and children, understanding the necessity of sports activities,
to inculcation of aspiration to a healthy lifestyle and love to
sports, preparation of youth for work and service in armed forces
of the republic;
- Rendering support and creation of necessary conditions, including
strengthening of material base of establishments of Olympic reserve,
for preparation of sportsmen of the high class capable adequately
to represent Uzbekistan and to achieve high results in Olympic games,
world championships and the Asian championships, and other international
competitions;
- The organization and carrying out national games, competitions
on national kinds of sports of Uzbekistan;
- Active interaction and rendering assistance of activity state
and to public organizations, educational institutions, local authorities
in the organization and carrying out of cultural - educational activity,
cultural and physical training of the population, carrying out of
physical and sports in local residential areas, as well as to sports
federations in preparation of sportsmen of a high class and sports
reserves;
- Expansion and strengthening the interstate and international cultural
and sports relations, organizing conferences, exhibitions and sports
competitions, organization of activities on attraction foreign investments
and grants to spheres of culture, art and sports;
- Development and strengthening of material and technical basis
of cultural-educational, theatrical entertainment and sports establishments,
objects and constructions, maintenance of maximal and effective
use;
- The organization of preparation and retraining
the personnel in the field of culture and sports, maintenance with
the highly skilled staff of cultural-educational, sports establishments,
educational institutions of the republic;
- Realization of wide propaganda of professional, national and amateur
creativity, mass physical training and the sports, popular cultural-educational
and sports programs, as well as the edition of popular literature
and release of video and film materials in the field of culture
and sports.
8. For performance of the tasks assigned, the Ministry
carries out the following functions:
- Coordinates activities of the ministries, departments, public
organizations and associations, enterprises, establishments, organizations
in sphere of culture and sports;
- Conducts monitoring on observance of the legislation on the issues
concerning the competence of the Ministry, develops proposals on
promotion and hereunder represents them to the Cabinet of Ministers
for consideration;
- Participates in development of the international projects on cooperation
in the field of culture and sports, provides performance of issued
international agreements;
- Works on development of theatrical, musical, choreographic, variety,
circus and national applied art, renders the all-round help to creative
collectives in creation of the products reflecting bright pages
of history of people, its modern life and the experience of independent
development;
- Organizes the process of professional training in spirit of national
and universal values, humanism and high morals, carries out activities
on stimulation and aspiration of people to increase general educational
and cultural levels, familiarizing with the best samples of national
and world culture and art;
- Provides creation of conformable to ideas of national independence
of the expositions truthfully reflecting a rich cultural heritage
of Uzbek people in museums ,its role and value in histories of mankind,
stages of development, and deep studying of prospects of modern
development, realization of national policy on museology, conducting
the uniform catalogue of the exhibits which are taking place in
funds of museums;
- Promotes education at people of feeling of respect and a recognition
under the attitude(relation) of the universal values, a rich national
cultural heritage, by means of wide acquaintance of inhabitants
of republic with the subjects of an antiquity narrating about a
history of peoples of Uzbekistan which are stored(kept) abroad,
and also with the unique exhibits shown in museums of the country;
- Carries out the state control over performance by legal and physical
persons of acts on protection and use of objects of cultural heritage
and sports constructions;
- Participates in the development of government programs on protection,
propagandizing and use of objects of a cultural heritage;
- Provides practical realization of state programs
of restoration, preservation and reconstruction of objects of cultural
heritage and their use;
- Provides an establishment, registration, protection, propaganda
and use of objects of cultural heritage;
- Carries out conducting the state cadastre of objects of cultural
heritage, organizes and carries out their historical and cultural
examination;
- Determines the classification of subjects representing cultural
value, in the order determined by the Cabinet of Republic Uzbekistan;
- Takes the decision on exporting, temporary export of cultural
values;
- Registers taken out and imported and temporarily exported and
temporarily imported cultural values;
- Carryies out the examination of cultural values declared to export,
temporary export and incoming cultural values;
- Grants certificates on export and temporary export of cultural
values;
- Accepts from corresponding state bodies the detained or confiscated
cultural values in the order established by the legislation; examines
them and defines the order of their use;
- Organizes show-concert activities, including foreign performance
activities of collectives and soloists of the organizations included
in system of the Ministry;
- In Cooperation with the Councils of Development and Coordination
of Show Arts provides coordination of work on promoting thematic,
repertoire plans and programs, and directed finances by Fund of
Development of Show Arts for strengthening material basis and spiritual
support of creative collectives, the groups, executors and the gifted
youth;
- Organizes festivals, reviews - competitions, professional and
amateur arts and exhibitions in republic and foreign countries;
- Invites well-known performers, artists and sportsmen, leading
teachers - experts of the republic and foreign countries for teaching
and carrying out masters-classes in local educational institutions;
- Organization of creative trips and participation of gifted youth
and art workers in reviewes, competitions, festivals, other forums
spent in the fields of art and sports in international and local
scales;
- Organization of trips for gifted youth of Uzbekistan for training
to leading educational institutions abroad in the fields of culture
and sport;
- Takes measures on development of cultural science, theater science,
art, musicology and other scientific directions in the given area,
preparation of scientific and pedagogical staff in higher educational
institutions and research establishments;
- Carries out the state order for creation of drama, musical, musical
drama products, products graphic and applied art and sculptural
products;
- Provides preparation, sending and reception of creative collectives,
experts, art workers and athletes as well as other representatives
willing to participate in international competitions, festivals,
competitions and other actions abroad;
- Determines the status of kinds of sports and priority of their
developments in the country;
- Provides athletes, trainers, and other specialists of national
teams of Uzbekistan and reserves with sports facilities, medications,
clothes and footwear, and also reimburses their expenses for meal
and medical-regenerative treatment;
- Monitors conditions of development of culture and sports in the
republic, forms annual forecasts on their development in the country;
- Provides generalization of achievements of global scientific and
technical progress, the best practices of development of culture
and sports in foreign countries, implements these achievements in
the sphere;
- In association with interested ministries, departments, the organizations;
promotes development of scientific researches in the fields of culture
and sports as well as physical training of the population, introduces
results of scientific researches in practice and coordinates carrying
out of this work;
- participates in elaboration and well as confirms the scholastic
programs, allowances and other scientific and methodical literature
on culture and sport;
- develops and in accordance with the established order confirms
the target programs on development of the culture and sport, software-methodical
and other normative documents, concerning spheres of the culture
and sport, and provides correct performance of the tasks;
- in association with other government bodies, works on issues of
social defense of the figures of the culture and sport, including
athlete, trainer, veteran of the sport, and the other specialist;
- realizes the co-ordination and promotes the development to activity
of the National Olympic Committee of Uzbekistan and other public
sports organization;
- renders the all-round assistance in development of national sports
and public plays of Uzbekistan and, in accordance with the established
order, finances organizations and events held in the country and
overseas on national sports, sports and mass events on public play,
as well as broad propaganda and promoting national sports to international
sports arena;
- in accordance with the established order provides holding of international
and local sporting events, maintenance of athletes, trainer and
other specialists, organization of preparation athlete, assembly
commands of the country and their participations in Olympic and
Asiatic Games, championships, cups and world championships, Asia
and other international sporting events;
- in accordance with the established order provides entrance and
membership fees in international organizations, as well as participation
of sports delegation of Uzbekistan in international sporting events
including entrance visa fees, presenting and consideration of the
protests, undertaking doping checking, accreditations for participation
in competitions, insurances for participant in the events, renting
sports buildings, equipment and assisting rehabilitation activities;
- confirms the records in sports of the country, reached by athletes
of the republic and presents necessary documents to international
atheletic organizations corresponding to their statement in accordance
with the established order;
- on solicitation of sports federation confirms and confirms participation
of national team athletes, national teams of the country on international
sporting events;
- renders assistance to government bodies and public bodies of the
country in organizations and holding cultural and sports events
among the population;
- renders assistance to organization in development of their material
and technical base and organizations of the dataware, consultancies,
preparation and staff-development courses for the personnel and
other assistance as needed;
- conducts the inventory all available cultural and sports buildings,
libraries, theatres, clubs, houses and palaces of the culture, parks,
museums and other cultural and educational institutions institutions;
- conducts issuance of passports for sports and recreational buildings
and certificates for their usage;
- works out and submits the offer about institution bonus and conferring
the honorable ranks of the Republic Uzbekistan for prominent achievements
in the fields of culture and sport in the established order;
- studies the need of population and organizations in clothing,
footwear and equipment used for sports and cultural purposes, coordinates
production in enterprises and organization of the republic, regardless
of their subordination, organizes production on enterprise of the
system Ministry;
- realizes a broad propaganda on professional, public and amateur
creative activities, physical culture and sport, popular cultural-enlightenment
and athletic programs, as well as publishing scientific and literature,
video materials in the field of cultures and sport;
- in accordance with the established order provides facilities for
the academic institutions in culture and sport for the funds provided
by the state budget;
- carries out and develops international cultural and sports relations;
- participates in development of the strategies, priority of the
development, reforming marketing methods and mechanism of control
in branch of the culture and sport, as well as develops on their
base forecasts developments of the spheres;
- participates in development and realization of investment, realizes
the measures on attraction foreign investment on development of
the branches of culture and sport;
- organizes and participates in undertaking tender, contest and
sale on attraction of investment, including foreign ones, related
to development of culture and sports;
- determines the priority directions of the use of grants provided
by international financial institutions, and government of the foreign
countries directed to development of the culture, art and sports.
